Fall River School Committee Approves MASC Policy Contract, Tables Deputy Superintendent Job Description

School Committee · Meeting of July 22, 2026

Fall River School Committee approves MASC policy contract and navigates 290 Rock, budget disputes. The committee unanimously authorized up to $15,000 for Massachusetts Association of School Committees policy services at its July 22 meeting, with Policy Subcommittee Chair Colin Dyer citing policies dating to 2010 as evidence of "years of neglect." Interim Superintendent Kathleen Smith reported that as of July 22, 128 students are enrolled at RPA and 123 at Evolve Academy, both slated for the redesigned 290 Rock Street building, with $40,000 in door and security upgrades approved and an education task force launch set for August 6. Mayor Paul Coogan announced hours before the meeting that a deal had been reached with three city council members to restore the district's $17 million transportation budget through a line-item transfer, with a city council special meeting expected the following week, news committee members said they had received no advance warning of.

A motion to formally invite the city CFO to the next school committee meeting failed four to three, with Vice Chair Kevin Aguiar, Dyer, and Joseph Moniz in favor. The committee tabled the deputy superintendent job description after members Aguiar and Shaun Edgar objected that a prior committee vote directing that oversight of alternative education be listed as a core duty had not been incorporated into the draft.
