Tax Increment Financing Board · Meeting of October 6, 2026

FALL RIVER — The Tax Increment Financing Board approved tax increment exemption agreements for three Fall River housing projects. Attorney Thomas introduced a 49-unit project at the former Sylvia School site on Hartwell Street, a 147-unit rehabilitation of Charlton Mill at 109 Howe Street, and 16 studios in the old Connell School at 650 Plymouth Avenue. Attorney Fiola said the Hartwell project is about a $21 million investment and that Charlton Mill's cleanup cost roughly $3 million to $5 million.

Each agreement follows an 80 percent exemption for five years, then 20 percent for five. Fiola called Connell Lofts a way to put a "blighted piece of property" to "productive use." The agreements head to City Council.
