Tax Increment Financing Board · Meeting of October 28, 2026

Fall River's TIF Board voted unanimously to refer an open meeting law complaint to the city's corporation counsel. A resident identified in a written statement as Colin Dias, signed "Colin Dyess," argued the mayor's letter transmitting three TIF agreements to the city council violated the open meeting law; a board member identified as Thomas said the complaint "misunderstands" the process, noting the letter simply forwarded a recommendation already voted on at a duly called meeting. The same resident separately challenged Jobs for Fall River's reserved seat on the board, asking "how is it that Jobs is the only organization that brings TIFs in?" Board members Richie Gonzovs, Frank Marcioni, Linda Pereira, Sean Kadeem, Paul Coogan and Anne O'Neil-Sousa were present; Cliff Pont was absent.
