Fall River Conservation Commission selects Beta Group to review McAllister Towing waterfront project

Conservation Commission · Meeting of August 3, 2026

Fall River's Conservation Commission selected Beta Group as peer reviewer for a major waterfront project and denied two stalled compliance cases at its August 3 meeting. The six-member board voted unanimously to hire Beta Group at approximately $12,000 to $13,000 to review a notice of intent filed by McAllister Towing and Transportation Company for work at Charles Street, passing over Fourth Infrastructure's competing proposal of roughly $22,000. Conservation Commission Agent Daniel Aguiar told the board that while Fourth specializes in large commercial port projects, "if we had never received Fourth's proposal, then I would say Beta's would be more than sufficient" for the commission's scope of review, which excludes dredging disposal decisions governed by state Chapter 91 licensing.

The commission also unanimously denied certificate-of-compliance requests at 3820 North Main Street and 40 Frederick Street, requiring both applicants to refile after months of inaction, and issued an order of conditions for a small electric shed at an Augusta Street radio tower site, conditioned on payment of a delineation fee, addition of a FEMA Flood Zone A notation, and inclusion of the 100-foot wetland buffer line on the revised plan.
