City Council Finance Committee · Meeting of September 22, 2026

FALL RIVER — The Fall River City Council voted 8-1 to adopt a $10 million loan order for street and sidewalk reconstruction. Director of Engineering and Planning Dan Aguiar told the Finance Committee the money would fund roughly $2 million a year in paving outside Chapter 90 rules, with Bedford Street sidewalk work starting overnight October 3. Councilor Christopher M.

Peckham Sr. cast the lone no vote, saying "I have no frigging idea how many people are using" the city's roads. Separately, the committee tabled a resolution seeking a comprehensive trash cart cost analysis after Special Counsel Matthew Thomas proposed paying vendor Re-Rig $202,500 for a 90-day audit; Thomas said eliminating extra carts and five- and six-family service could save up to "$1.3 million a year." Vice Chair Michelle M. Dionne pressed for firmer numbers before any vote.

The committee also amended the council's outside legal counsel policy 8-1 over Councilor Andrew J. Raposo's objection, capping spending at the council's budgeted amount.
